The people shall have the right to assemble in a peaceable manner, to consult map of los angeles area for their common good; to instruct their representatives, and to petition the legislature for the redress of grievances. Article 1, Section 10, Idaho Constitution
It's been a whirlwind week for Occupy Boise. The week began with another day of compelling testimony in the Idaho Legislature, and overwhelming public support was expressed for the Occupy Boise Vigil. Just listen to what the public had to say !
Teresa Luna, Director of the Department of Administration, presented misleading testimony to the Committee. She claimed the existing plan on the books for the grounds at the Vigil site a plan that would put in parking lots - wasn t really the plan. She made claims about vandalism and trespass, and said Occupy Boise had cost the state $9000 largely due to her hiring of an extra security guard for the next several months. She is the sister of controversial Idaho Education Secretary Tom Luna.
The main statements and questions from Legislators who opposed the Vigil Site this week centered on control, authority, domination map of los angeles area and protecting their own sense of privilege. Reps. Anderson, Simpson, and Bedke all feared chaos. This is quite an unusual word to hear uttered in Idaho. At the same time that Rep. Bedke was fearing chaos, he was justifying his mean-spirited speech and people squelching Bill by saying that: "The Occupiers have rules. They told us they had rules – their Good Neighbor Policy. So we're just making our rules .
This is a recurring anti-Occupy talking point What, oh what will happen when we are faced with someone else ? See Kevin Gosztola's post on Rep. Issa's recent anti-Occupy DC hearing in Congress, and next group after remarks.
Rep. Simpson is the legislator seated in front of the Security guard. Another Representative (Bilbao?) worried that the dairymen might someday map of los angeles area get upset about something, back up a truck, and turn out cows on the Capitol grounds. Some Occupiers joked that if that happened the Legislature would likely pass a law giving the cows extra special rights.
The Boise area representatives on the House committee, map of los angeles area joined by Rep. Janice McGeachin (R) from Idaho Falls, voted against moving the Bill out of the Committee to the full house. Rep. Rep. McGeachin spoke of having just seen Inside Job , a film about Wall Street corruption and the financial meltdown, and encouraged all on the Committee to see it.
Occupy Boise also hosted an "Open House" at the Vigil site by the Big Bill Haywood tent, and invited all the Legislators. Many Democrats, and even some Republicans, came to visit. Those fearing chaos, gremlins, druids, and gusty outdoor weather stayed safely ensconced in their marble halls surrounded by state troopers, plain clothes police, and who knows what all security apparatus vastly greater than any measures map of los angeles area put in place when nullificationists were openly toting guns in the Statehouse last year.
The overwhelming public support at the Hearings was followed by a smear campaign against Occupy Boise, and some of its most vulnerable participants, in efforts to megaphone the state s claims made by Admin. Director Teresa Luna. I had been present at the Vigil site as a propaganda-prone local TV station made badgering innuendos about theft of toilet paper, streakers, and vandalism. This was followed map of los angeles area a few hours later by a trumped up claim of "trespass" – when an Occupier cut through map of los angeles area an open-floored map of los angeles area state parking garage in the wee hours of Wednesday morning. But it's backfiring. One of the Occupiers commented: "My sisters have always sort of brushed off Occupy. Now they're paying attention, and seeing through the claims that the state is making".
Thursday brought the full House Vote on the Bedke anti-Camping Bill. Bedke again said the encampment was equal to a soapbox, and it was settled law that this speech wasn't legal. The U. S. Supreme Court had said there could be restrictions of time, and place of expression of the First Amendment. He also struck a low blow to some vulnerable Occupiers who had testified honestly in support of the Vigil. Then in final remarks right before the vote was taken he said: This is how you can tell your behavior. In your family, your marriage your comportment. If everybody in the system prospers, map of los angeles area then your behavior is appropriate .
Eagle Rep. Reed DeMordaunt embodied the attitude of many anti-Occupy lawmakers."What will public discourse look like in Idaho?" He spoke of the "dangerous precedent" tolerating Occupy Boise would set. "We don't solve problems this way". He then began a rant comparing Occupy Boise to a bully … no different than the playground bully who will sit on your face and slap until you give in … publicly blackmailing the Legislature until they got their way. DeMordaunt chastened: "In Idaho, public discourse requires civility and respect".
Reps. Hartgen (Twin Falls) and Wood (Rigby) pretty much told Occupy Boise to be grateful the Legislators had deigned to even hold a hearing. Hartgen said: "They could testify at the Committee , which he termed " a very generous opportunity", and repeated Bedke s claim: The Campers created rules. They've banned people who do not comply. That's their society. We're doing the same thing . So the Lords allowed the serfs into the castle for a day – now go away and shut up. This exclusionary attitude parallels the elitism in press access at the Legislature that helps at times to shield the Legislators from reporting that isn t controlled by corporate interests. All these jabs at the Good Neighbor Policy of Occupy Boise seem to somehow be sour grapes the Legislators are secretly disappointed that they can t accuse Occupy of their stereotype of Anarchy.
Opponents of the Bill spoke eloquently. Rep. Grant Burgoyne from Boise was on fire! Burgoyne said: Congress map of los angeles area shall make no law outlawing the first amendment. How we value speech … and whether we like Occupy Boise or not is not the issue. That's the thing about rights – like the right to a fair trial, or the right to free speech.
Occupy Boise has been inconvenient. Occupy Boise has cost us money. But people with money can buy speech . What avenues are open to them? The avenues open to those who are dispossessed are those that interfere. Speech is to get attention. It has gotten attention. That's what the Occupy people have done.
He continued: The Bill is Constitutional (according to a state AG's Opinion that many deferred to). The question is: Should we? I'm not aware that Occupy is responsible for criminal activity. There are many things in society. With business – we don't outlaw business because unscrupulous people do crime.
We are not in an emergency situation. It may be distasteful. Sometimes those who are [most in need] are most ill-equipped. Trespass occurs every night in Boise. There is no surprise map of los angeles area that there is inappropriate activity.
Rep. Shirley Ringo (Moscow) said: The American Dream is dying. … Protest has been part of our fabric … Gandhi …Evolution … MLK, the Vietnam War. As neat or as messy as they have been, I believe they have gotten results.
This Bill makes a statement. I have seen Legislators change their path [to avoid Occupiers], or refuse to take materials. That is insulting because I think we should be accessible. We should listen problem solve. This Bill is just the opposite.
Rep. Brian Cronin (Boise) said: There's little doubt that exercise of the First Amendment does have limits. At a time when people feel more disconnected than ever, we should be mindful of the message that we are sending. We have an Option. We still need to ask ourselves is this something we should do? We're effectively saying: map of los angeles area We don't want to see you, and we don't want to hear you.
Cronin continued: I'm equally disturbed by the security measures the lack of accessibility to us … Then he got silenced I believe by House Speaker Denny. (The public has to be in the balcony of the full House, are forbidden to take photos or videotape and it s hard to see all that happens).
map of los angeles area So Rep. Cronin expressing concern about sudden barrage of security measures map of los angeles area that have been put in place to obstruct Occupy Boise people s access to himself and other Legislators, gets shut down. In the full House hearing, we saw how honest and open speech even among the lawmakers gets blocked.
What is supposed to have precipitated part of Speaker Denny s meltdown is that Rep. Cronin had given a tour of the Capitol to around 20 Occupiers on MLK Day. The claim was then made that a card allowing access to office doors in the Capitol had gone missing that same day. Rumor has it that the card now has been found, and that it was there all along slipped down between desks.
Back to the House hearing -Rep. Cherie Buckner-Webb (Boise) said: We're inextricably linked map of los angeles area … There but for grace go I. We should think what we do after. They are people. We should not lose sight of who we are, our humanity.
Rep. Phil Hart (Hayden) said there are an infinite number of ways for the Bill to have been written. There isn't a right or a wrong answer. We are in extraordinary times. Extraordinary things occurred in Congress, like the TARP bail-out with 700 billion dollars. A GAO Report shows 16 trillion dollars were handed to the banks. Not into the economy to create jobs.
So the Idaho Legislature will have spent most of the first month of a brief 3 month session trying to suppress Occupy Boise with the Bedke Bill. I wonder how much this vendetta against Occupy Boise tying up the legislature map of los angeles area is costing Idaho taxpayers not to mention the people who will suffer because many pressing issues the Legislature could be working on fall by the wayside in 2012.
You wouldn t have caught me anywhere near Woodstock (which wasn t in Woodstock anyhow) in the day. I did a lot of backpacking, got plenty dirty, but didn t do drugs and didn t like the music. Nonetheless, I heartily approved of those who participated. And though I didn t like the music, I vastly map of los angeles area appreciated
